It looks like Newry Artisan Market and other markets throughout the district will soon be able to legally sell alcohol products on site, providing that they are unopened. It would bring to an end the strange scenario where craft beer producers were allowed to display their produce but not sell it.

An agenda item at this Monday night's Enterprise, Regeneration and Tourism meeting of Newry, Mourne and Down District Council will ask Councillors to recommend the sale of local craft alcohol products (unopened) at artisan markets. The move if passed should then attract more local craft beer and spirit producers to such markets.

Department for Communities and the PSNI have granted permission to Council operated artisan markets to allow local craft producers to sell their unopened products for consumption off site.

Article 52D of the Licensing (NI) Order 1996 (the Order) permits local producers of intoxicating liquor, who have been granted a liquor licence by the courts under Article 5(1)(m) of the Order, to sell their own products for consumption off the premises, at a place which is not licensed for the sale of alcoholic drinks in any way. The sale must be for consumption away from that place and ancillary to an event being held at that place which is open to the public and being held to promote food, drink or craftwork produced in Northern Ireland or relates to agriculture in Northern Ireland, and which is of importance to the area of Northern Ireland in which it is being held.

Department for Communities in response to a request made by the person organising such an event, must publish a statement that, in its opinion, the event is being held to promote food, drink or craftwork produced in Northern Ireland or relates to agriculture in Northern Ireland and is of importance to the area of Northern Ireland in which it is being held. A senior police officer is also required to give written approval.
