Write a commentHistorical institutional abuse victims, survivors and interested parties have got to 10 February 2019 to submit their views on draft legislation required to implement recommendations in the Historical Institutional Abuse Report.
The report was produced following 223 days of public hearings at Banbridge Courthouse between 13 January 2014 and 8 July 2016. It investigated 22 institutions, as well as the circumstances surrounding the sending of child migrants from Northern Ireland to Australia, and the activities of Fr Brendan Smyth, and issues of finance and governance.
The NI Executive Office is seeking views on the draft legislation required to implement a number of the recommendations in the HIA Inquiry Report (the Hart Report).
The report was published in January 2017, a day before the collapse of the Northern Ireland Executive. Preparatory work around those recommendations in the HIA Inquiry Report which require a statutory foundation has been completed and a public consultation has now been launched on the draft legislation which includes a Bill for a Commissioner for Survivors of Institutional Childhood Abuse (COSICA); A Bill for an HIA Redress Board; and thirdly subordinate legislation dealing with the detail of compensation proposals.
It's planned that the legislation would pave the way for a compensation package and a care package for everyone that has been failed in the care system from 1922 - 1995.
